Is Time Actually Slowing Down?

Could time be slowing down? 18th-century mathematician Henri Poincaré believed that time was slowing down and that there was almost no way for us to tell. In his 1898 book "The Measure of Time," he explains that the rotation of the earth may be becoming slower and slower. He discusses the formation of memory, and more. It is fascinating stuff!
