Ebay -rechargeable torchlight (flashlight): review and tear-down (with schematic)

I am taking a look at a torchlight (flashlight) from Ebay complete with charger and a highly doubious 18650 battery. The torchlight and charger are actually not bad, but the battery has less than half the promised capacity.
