To manage your iCloud storage on iPhone, open your Settings app and tap your name at the top. Then select iCloud. Tap Manage Account Storage. Here you can see which apps are taking up the biggest portions of your iCloud storage. It’s common for iCloud Photos to be at the top here. If you don’t want to keep all your photos stored on your phone, you could download them all from iCloud on another device like a computer, and then delete them from your iPhone to free up space. If there are any apps you don’t care about saving data from in your iCloud backups, tap it in the list, then select Delete Data from iCloud.

If you aren’t able to free up enough space by deleting items, you may need to upgrade to an iCloud+ plan with more storage. To do this, tap Change Storage Plan. Here you’ll see upgrade options with more storage than what you have currently subscribed to. Choose the plan you’d like to upgrade to, then go through the payment process to complete your upgraded subscription.
