How to easily emulate Raspberry Pi Jessie on Windows

This was based off a previous emulator that used Raspian Wheezy but I upgraded the kernel and the Raspian distro to 2016-11-25 and it seems to work ok. Unfortunately you cannot increase RAM to beyond 256Mb due to a kernel limitation I believe but it should be ok for messing around with.
