ReactOS is an open source OS that has been in constant development for more than two decades. Eventually the intention is that it will be a drop-in replacement for windows and able to run windows software from back in the windows 2000 days all the way up to the modern day.

Unfortunately it's still Alpha software, and so the realisation of the above goal still has a way to go. That said, it is usable and it has a fairly impressive package manager. It's probably fair to see that it's not yet ready for prime time but it is moving in the right direction. The only problem being, the ultimate goals of this OS are not likely to be achieved quickly.
