Using thermochromatic coatings to combat Urban Heat pollution.

I had this idea when I was last in Toronto... The Black parking lots, roofs, Roads were Way hotter than anywhere else. You could tell this was one of the main contributing factors to the increased temperature within the city itself. You can see the increased temperature in cities easily as most are already aware of this issue.
My Thoughts: I feel a good approach would be using thermochromatic coatings or additives to change the surface colors to white or something which would efficiently reflect more of the IR/Thermal energy would greatly reduce the black body charging. My preliminary testing has proven that this may be feasible with this approach. My end goal is to create a dressing that will become heat reflective at around "2~10 Degrees" Celsius. This would allow such surfaces to get warm enough "In colder climates" to aid in snow & Ice melt while alleviating the high temps we see in the hot summer. I feel with an approach like this we should be able to reduce urban temps and in turn reduce the temps in the surrounding regions.
