There are no further details given by the source of this video clip. Below is the information I have found on the incident so far. As of yet no hint of information on the possible motives of the killer for creating this horror show.

The authorities had plenty of time to stop the shooter. They knew about the patricidal maniacs crime and where forwarned about his intentions.
