Look at the parameters next to the fps counter in top left, those are min and max fps, respectively.
Results: low latency means lower variance between frames, but lower FPS. Most likely due to a large amount of frames being loaded at one point during a second on higher latencies. If you're constantly above your monitor's refresh rate, 60fps usually, anyway (although particles are going to kill your fps no matter what), try to get the lowest latency overclock possible for the smoothest framerate. I have mine at 3200mhz, 15 cas latency.
Keep in mind OBS is recording while benchmarking; dragged about 40 fps from 90 fps at 3200MHz.
