Dropdown: The Issue Template Series (Part 2)

When an Issue is created on GitHub, it is useful to know whether the author wants to work on this Issue as well. This creates more certainty and less unnecessary noise as well as promotes quality collaboration.

In Part 2 of my Issue Template Series, using YAML config I create a form with a dropdown which can be used when contributors are creating an Issue.
