Lavrov appeared at the BRICS meeting in a car with the phrase “Russia rules” on it.

In footage published by Russian Foreign Ministry spokeswoman Maria Zakharova, Lavrov is seen getting into a BMW. Instead of a license plate, the car has a BRICS sticker and the phrase “Russia rules.”
