The Head of the Year, ABIB when is it? ADAR 2?

i have had many messages asking about the calendar. please allow me to clarify where we are on The Agricultural solar /lunar calendar of the bible. how does the equinox figure in? is it scriptural? the Hebrew new year ( Abib) is an agricultural calendar that goes by both the sun and the moon, to observe the correct new moon or new month. how do we reconcile the new year? is there a 13th month?
