In this video Mikhail Velichko talks about culture, defining it from the point of view of theory of governance. He looks into the ultimately generalizing typology of cultures, which needs consideration of only three characteristic attributes: Relation to creative potential; relation to sovest and shame; relation to will. He gives examples of different cultures through the spectrum of these characteristic attributes: Hitler's Germany, Colonial culture, Soviet culture during the times of Stalin etc.
"Culture is all knowledge and skills that are passed from generation to generation, in addition to genetics. And if we look at culture from the point of view of theory of governance, then culture is an informational-algorithmic system. It carries in itself a set of objectives, ordered by significance, and carries in itself some means of achieving objectives".
