Best Privacy Focused Laptops (Linux) in 2019 (4th Quarter)

What are the best laptops in late 2019 with a privacy focus? These are hard to find and especially when the standard I'm looking for is for GNU/Linux laptops. This is a review of the Librem 13, the Star Labtop Mk III and the System76 Galago Pro.
