Blaring Music While Inspecting Public Documents

This is a short clip from a public records inspection at Rayne, Louisiana City Hall. The music was so loud that I asked it be turned down. The city clerk told me the music was loud because they didn't want me to hear the Mayor meeting with department heads in the next room discussing the very public city budget that had already been submitted at the previous meeting. I only posted this because it was one of the strangest things I have encountered in all of my years of researching public documents.
