In this short I explain why whenever X-bar differs from the population mean mu, it will give an underestimate of deviations. This is true whether x-bar is above or below mu. It will only provide accurate deviations in the rare cases in which x-bar for the sample is equal to mu, though mu is usually an unknown value, so these cases cannot be identified.
