Why not T4? Your survivability falls off before your damage.

Is this weapon good? Yes. It's not new meta, though. It has lower damage than its competition no matter which stance you pick. Its one niche seems to be proc'ing corrosive and radiation. Radiation removes damage protection from infested ancients since they will absorb the proc. This prevents ancients from forcing you to kill them first.

Why Cleaving Whirlwind? Getting status procs isn't a big issue, so killing power is more desirable. While Tempo Royale has great mobility and utility, the raw damage of Cleaving Whirlwind adds more to the weapon in my opinion.

Why Rhino? Valkyr can't play at this level without Life Strike or Hysteria, and this weapon wants every single mod slot it can get. Also, Valkyr and Inaros don't really care about status since they can set up finishers for enemies that are too tanky to kill outright. Galatine/Scindo/War are better choices for them.
