What's Missing in Liberty Messaging?

We hear it a lot: libertarianism, individualism, freedom--these things aren't utopian. Yet, with all kinds of pro-liberty messaging widely and freely available, from the softest pro-liberty ideas to the most hardcore anarchist philosophy, only 1% or less of the people are convinced.

What keeps this number low and how can we fix the problem (if there is one)?
