Academic freedom of a student to choose a project topic

A student seemed to choose the wrong topic for his final-year project research. He wants to change the topic. However, the university administration may not allow it.

I was talking to an Indian student - about his final-year project topic. It seems he chose the wrong topic. The topic has got many cons in its technology.

Now, as per the student, he can not change the topic once it is finalized. So, he has to pursue his final year project on a bad topic.

Do the universities give students the freedom and flexibility to change project topics? I suppose they give. But some university administrations don't allow to do it. That is the problem.
