Why only 2 attempts for JEE Advanced?

Some students wonder why there is a restriction of only 2 attempts for JEE Advanced. I try to put forward some points which may help students understand this restriction.

The points I put forward are based on what I had seen myself when I was an undergraduate student at IIT Kharagpur. Back then there was no such restriction, and this led to many students coming to IITs after 3 or even 4 attempts. This led to some undesirable situations. And it is on the basis of these that I try to explain the current restrictions.
