How to make a glitch effect in Gimp

Hi everyone, here is a cool tutorial. It is a glitch effect. These glitch effects have become pretty popular as of late. This is a requested tutorial. It's not a super hard tutorial. But, it is a little time consuming. You will have to download a couple of things for this tutorial if you want to follow along and achieve the same look as in the tutorial.
