Preliminary reflections on functional random

Kyrgyzstan is the only democracy in Central Asia, but is that necessarily a good thing? The country can best be described as "functional random" as it's neither wholly dysfunctional (like, say, Tadjikistan) nor an overbearing autocracy like Turkmenistan.
Some preliminary reflections as I'm waiting for the data from the government and preparing to read a book.
