If you want to replicate this effect, I may show you how:

1. In Avidemux, you may wanna apply to resize the video you want by going into the filter manager and selecting swsResize to make it look clear. (You may resample FPS to 60fps by its type Blend.)
2. You may wanna jump on the artistic category and then apply Ascii View by clicking on it.
