The Migration To Python 3 Taking So Long (The Long Life Of Legacy Code)

Python 3 was released well over 10 years ago and to this date there still exists projects which have not yet migrated to Python 3 from Python 2, so the question is why is this the case and why is this a common trend throughout the entire industry. For example many banks are still running legacy COBOL mainframes which haven't been updated in well over 3 years. Will the migration to Python 3 ever fully occur or will there always be Python 2 systems running.
