Procs: Nothing Is Safe From A Rust Rewrite Not Even Ps

Today we're looking at procs another rust rewrite this time it's for the ps command, when I do these I try and look for something that does it for a productive reason and I think this one passes the test, it's a bit different to the way that ps works works but it covers of what you'll need to do.
