env_soundscape_proxy simply mirrors the properties of the env_soundscape that it's got in its properties- used if you only want to configure one soundscape with a name, and then use the proxies around each entrance to an area of your map.
Interesting thing about the soundscapes- it looks as though all of the original soundscapes from CSS will still work in CSGO. There are still the original Havana soundscapes, for example. And no, I don't think they're going to remake those maps for CSGO any time soon.
